[* PELA is “Pour Encourager Les Autres” in HMGS'ese “To Encourage
Others.” Which comes from Voltaire, referring to (English) Admiral
Byng, who was court-marshalled and shot for failing to do his utmost
at the battle of Minorca. The rest of the quote, in English
translation goes something like, “It is well to shoot an admiral now
and then, to encourage the others.”]
